A railway, a new airport terminal and a high-end aerotropolis are the major infrastructure projects of the Duterte administration for this freeport. Bases Conversion and Development Authority (BCDA) president and chief executive officer Vivencio Dizon on Wednedsday, said the big-ticket projects of the government for Central Luzon include the Clark-Manila railway system, Clark International Airport new terminal building, and Clark Green City.
Dizon said the projects are part of the national government’s “Build. Build. Build” program under the Department of Public Works and Highways.
He said the Manila-Clark railway project will assure one hour travel time from Manila to Clark and vice versa. This transportation system is expected to be operational by 2021.
The railway system for Clark also includes the Clark-Subic cargo railway system.
For the airport expansion, Dizon said the new terminal building will be built to accommodate the eight million passengers per year that use the airport. The new terminal is expected to be completed by 2019.
For Clark Green City, he said only one third of the more than 9,000 hectares of land mainly in Capas, Tarlac will be developed.
He said the national government prefers to maintain the agricultural aspect of the area.
Dizon also said the Clark Green City is being eyed as the new site of the national government’s center.

“The rate of growth in Central Luzon is reaching its peak and infrastructure is the key to propel this development,” he added.
