During the 13th Cabinet Meeting under the current administration, President Rodrigo is ordering the review of existing procurement law which gives priority to lowest bidder.
“Lowest bid, lowest bid tapos after one year sira na,” the President said during the meeting as quoted by Agriculture Secretary Manny Piñol.
“President Rody Duterte today said he will ask the Department of Budget and Management (DBM) to review and work for the amendment of the government procurement law, especially on the provision which stipulates that the lowest bidder wins government supply contracts,” Piñol said.
President Duterte said the lowest bid does not guarantee quality products being procured by government.
He said quality should be given premium over lowest bid. “We need to amend the procurement law to correct this,” President Duterte said.
