President Rodrigo Duterte said that proceeds of the Bases Conversion and Development Authority (BCDA) from the leasing of military lands will be used to modernize the military. The President is also appointing outgoing Philippine Army commanding general Lieutenant General Glorioso Miranda as member of the BCDA board.
“He will be serving in the Board. Alam mo kasi, itong Bases Conversion Authority walang military. Eh inyo ‘to eh pati ang Clark,” the President said during the Change of Command Ceremony of the Philippine Army.
“Ang sabi ni [Finance Secretary] Dominguez, give it to the Armed Forces, you can join any venture with the private, joint venture or ipa-lease na lang niyo na long term and „yung makuha ninyo na pera, malaki ito,” he added.
“You can choose the Clark Air Base or any other base that‟s not operating. You can convert it to an ordinary kampo then with an airstrip,” he said.
“Maghanap na lang kayo. I‟ll give you this place. Lahat ito with a one sole condition. ‘Yung lahat kikitain ninyo diretso sa inyo,” the President said.
“At gawain ninyo ang gusto ninyong gawin to modernize. Pera ‘yan. Malaking pera ‘yan. Just start to lease here sa mga – Billion, trillion ito. But I would need the money in the coming years also to meet your expenses.”
“We need the equipment to meet the challenges,” the President said. “I must leave with a strong Army that would really be capable of a simultaneous attack.”
